Rick Scarbrough is a lifelong public servant, law enforcement leader, and community advocate serving in the Tennessee House of Representatives as a member of the 114th General Assembly. With decades of experience in public safety, leadership development, and community service, Representative Scarbrough has built a reputation for integrity, steady leadership, and a deep commitment to the people of East Tennessee.

Representative Scarbrough currently serves on several key legislative committees, including the Insurance Committee, Judiciary Committee, Criminal Justice Subcommittee, Insurance Subcommittee, the Disaster Relief Committee of Extraordinary Session, and the Finance, Ways, and Means Committee of Extraordinary Session II.

Rick became the Executive Director of the University of Tennessee’s Law Enforcement Innovation Center on August 1, 2018, where he continues to support and advance professional training and leadership development for law enforcement agencies across Tennessee and beyond. Prior to joining the university, he dedicated 23 years to the Clinton Police Department, serving the final 16 years as Chief of Police. Before his time with Clinton Police Department, he began his law enforcement career with six years at the Anderson County Sheriff’s Office.

Throughout his career, Representative Scarbrough has remained active in numerous professional and community organizations. He previously served on the Board of the United Way of Anderson County and has held leadership roles with the Tennessee Association of Chiefs of Police and the International Association of Chiefs of Police. He has also served with the Emory Valley Center, supporting services and advocacy for individuals and families in the region.

A respected leader in law enforcement, Rick is a graduate of the prestigious 197th Session of the FBI National Academy. He also attended the College of Policing Senior Leadership Seminars in Manchester, England in 2017 and London in 2022. His service and leadership have earned statewide recognition, including being named Tennessee Police Chief of the Year in 2014 and receiving the 2024 Retired Police Chief of the Year Award from the Tennessee Association of Chiefs of Police. In 2022 and 2023, he was honored with the Vice President Award from the University of Tennessee’s Institute for Public Service.

Representative Scarbrough earned both Bachelor’s and Master’s degrees in Organizational Management from Tusculum College.

As a law enforcement officer and husband to Mollie Scarbrough, a pharmacist and co-owner of Hoskins Drug Store, Rick understands the importance of supporting local businesses, keeping healthcare affordable, and protecting communities from crime and addiction. His lifelong dedication to service continues to guide his work both in the legislature and throughout the community.

Representative Ed Butler proudly serves the people of Tennessee’s 41st District in the Tennessee House of Representatives, where he has represented his community in both the 113th and 114th General Assemblies. A dedicated public servant, businessman, husband, and father, Representative Butler is deeply committed to protecting the values, traditions, and opportunities that make Middle Tennessee home for generations of families.

Representative Butler believes strongly in creating an environment where children and grandchildren can return home, build successful lives, raise families, and continue the traditions that define their communities. His work in the legislature focuses on strengthening economic growth, supporting local communities, and preserving the quality of life that families across District 41 value deeply.

A passionate advocate for veterans, Representative Butler has consistently worked to support those who have served our country, including protecting veterans’ rights and access to healthcare. His dedication to veterans extends beyond the legislature through his service as the Tennessee State Coordinator for the Run For The Wall (RFTW) Midway Route, an organization dedicated to honoring veterans and raising awareness for prisoners of war and those missing in action.

In the Tennessee House of Representatives, Representative Butler serves as Chair of the Resolutions Committee of Extraordinary Session II and Vice-Chair of the Transportation Committee. He also serves on the State & Local Government Committee, Cities & Counties Subcommittee, Transportation Subcommittee, and the Finance, Ways, and Means Committee of the 1st Extraordinary Session.

Known for his practical approach to leadership, Representative Butler believes public service is about listening, working hard, and seeking thoughtful solutions that best serve the people of District 41. He approaches his work with determination, dedication, and a commitment to ensuring that Tennessee families and communities do more than simply survive, but continue to thrive for generations to come.
